The Veterans Health Administration in Des Moines Iowa has a requirement for Nephrology Services under the Enhanced Medical Sharing Authority, Title 38 U.S.C. 8153 implementing Public Law 104-262 in accordance with VHA Directive 1663 for executing medical service contracts. The services are to be performed for and at the Des Moines Iowa Veterans Affairs Medical Center.
The contractor will be responsible for providing an experienced board certified Nephrologist and a midlevel provider to perform Acute Nephrology services to inpatients and outpatients. Consults may be required at patient"s bedside. Services include the full range of nephrology medical care for inpatient and outpatient VA beneficiaries including consultation, diagnosis, therapy and treatment, and prognosis of patients with nephrology disorders, and any other required services in accordance with industry standards on a scheduled or emergency basis.
All costs under this program are services performed by the contractor and will be tracked and invoiced. There will be no other costs chargeable under this contract. The contractor shall accept payment for services rendered under the contract as payment in full. VA beneficiaries shall not under any circumstances be charged nor their insurance companies charged for services rendered by the contractor.
The type of contract is anticipated to be an Indefinite Delivery Indefinite Quantity (IDIQ) contract. The length of the contract is anticipated to be 5 years - one base year with four one year options.
It is anticipated that this contract will be awarded March 1, 2014 and be effective until February 28, 2019 if all options are exercised.
The solicitation documents will be available on or about October 28, 2013 and will be posted via the Federal Business Opportunities website. Prospective offerors should not expect notification of issuance of amendments other than via the Federal Business Opportunities website and are responsible for obtaining all amendments as posted. Prior to submission of a proposal, offerors are expected to read the solicitation documentation in its entirety to fully understand the scope of work, terms, and conditions of the requirement(s). The DDS seeks to establish a Master Agreement (MA) for the provision of various clinical and educational consultative services to be purchased on an as-needed basis. All qualified providers will be added to the Master Agreement. The Department of Developmental Services seeks to purchase clinical and educational consultation to DDS, DDS contracting providers and nursing home staff on a full range of topics including the provision of active treatment compliance as defined by Title XIX and adhering to the requirements of the Rolland "Active Treatment Settlement Agreement". This consultation may also include developing strategies for work with families and consumers to encourage community placement as an alternative to nursing home care, or to assist the Department in monitoring compliance with active treatment standards. Some of the possible acceptable clinical areas of expertise to offer this service include individuals with a Master's level degree in social work, education, nursing and psychology with expertise in Title XIX compliance.
