Before a supplier can submit their proposal for a RFP, often they must first be registered with the government entity or agency that advertised the bid. Registering differs depending on the government entity; the federal government has a strict registration and vetting process, each state has their own procedure with generally fewer requirements than federal registrations but more than local registration, which usually only requires basic company information.
You may feel that large state and federal level government entities are not the best places for your business to start competing for public contracts. Instead, you may want to begin working with smaller local government and public entities.

The Department of Veterans Affairs (VA), Office of Acquisition Operations, Strategic Acquisition Center, located 10300 Spotsylvania Ave, Suite 400, Fredericksburg, VA 22408, intends to enter into a contract on the basis of other than full and open competition for the procurement of a Hospital Accreditation Services. The VA intends to award a sole source, Firm Fixed Price Purchase Order to THE JOINT COMMISSION, One Renaissance Blvd. Oakbrook Terrace, IL 60181. The purchase order will be for six surveys and include monthly e-publications and dues, surveys will take place at various VA Medical Facilities during the month of February 2014. This Notice of Intent is not a request for competitive proposals, a solicitation, or request for offerors. However, all responsible sources may submit a capability statement, proposal, quotation or exception to the intent to purchase on a sole source basis, which shall be considered by the Government A determination not to compete is solely within the discretion of the Government. This purchase order will allow VA facilities to maintain their accreditation status while a new requirement is solicited under VA119-14-R-0057 which will be posted on or about January 10, 2014. Justification for this sole source procurement is in accordance with FAR 13.106-1(b)(2), Soliciting from a single source. The North American Industrial Classification System (NAICS) Code for this effort is 813920 Professional Organizations, with a corresponding small business size standard $14 million.
